Trying to send a digital steam gift card to my grandson

When I try to select my grandson for the gift card, I can't select him. There is this comment: "is not yet eligible to receive this gift". What do I do?

Just today he signed up to be a friend so that I could send the digital gift card. It is a Christmas gift.

You have to be friends on Steam for 72 hours (full 3 days) before you can send a digital gift card.
