What exactly was the steam support response you didn't like?
If you buy chance hide the game, refunded, and rebuy it, visit your hidden games by clicking View > hidden games, then unhide game.
If game not in library did you check your purchase history on your Steam account that will tell you what going on. If it say pending mean transaction not finish so it either fail, or doesn. If it say failed your money is on a loop back to your bank, and you have to wait on your bank for how long it takes them to update your statements as steam has no control what your bank does.
The game does not appear in the purchase history, and the response from Steam support told me that since they did not receive any payment I had to contact the payment service (Boacompra), the problem is that this service apparently is no longer used because now another one called Kushki appears
It may take several business days for your bank to update your statements, your bank may either delete the statements, or update with new statements saying funds return.
Check if your purchase shows up here
If it does not, it means the purchase was not successful. So you should pruchase the game again. Your bank may have an existing hold on funds for the failed transacation. That hold will fall off and release after a few business days, this is fairly normal for failed transactions
