Outside payment methods are not a problem, wallet funds usually trigger that flag after gifting a time or two.
Basically Steam considerds wallet funds as only really usuable for the account they are on, the same reason you cant transfer wallet funds between accounts.
So gifting games from one account to another with wallet funds seems to Steam like you are trying to circumvent that restriction.
If you never done it before it most likely will go fine a few times but any more and it will nearly certainly trigger that flag.
Once that flag has been triggered the account will be restricted from gifting games using wallet funds and only be able to gift using outside payment methods like PayPal, credit card and such.
Its something Steam has increasingly cracked down on over the last 1-2 years.
But this is just really only this one time, since I usually dont have any funds on this account, hence why I want to gift myself the games to an account that I use more.
I'll probably buy 2-3 games and that will be it. Should be fine then?
If you see that when trying to send a gift that account almonst certainly has been flagged by the automated detection system.
Support may even remove the restriction one time but if you should get it again its usually permanent.
Alternatively you could also just buy the games on the account with the wallet money and activate Family Share between your accounts, that way the other account can still play the games.
