what did he mean by that "We have detected gifting activity on this account that matches using individual Steam accounts for commercial purposes."?
Wallet funds are supposed to be only for the account they are on, thats one of the reasons you cant transfer them between accounts.
Buying games with wallet funds and sending them to other accounts seems suspect to Steam and appears as if you try to move wallet funds between accounts that way.
Or that you are selling Steam gifts for real money ( buyer account gives you money in real life, you send them the gift you bought with wallet funds).
That why gifting with wallet funds usually leads to this error.
Buy gifts with external payment methods like PayPal , credit card, bank transfer and so on and you wont have any problem.
Steam has really began cracking down on this restriction the past year or so.
