cannot fix slow download speeds on steam

ever since ive had steam ive always had slow download speeds and i feel like ive tried everything
does anyone else have this problem and anything thats worked for them?

ya i have 500 meg fiber optic and my games (not all but a decent amount of games) download so slow between 5 - 50 meg. idk why. i have a decent computer and fast internet hard wired

2) your disk IO
3) your anti-virus
4) your ISP
