The sales event trading card badge is not the same as the Seasonal badge from the points shop, no.

Do your Discovery queue once a day until January 3rd for a single card drop per day.

Craft other badges to get a card drop instead of a coupon.

Every $10 spent on the Store gives you a card.

You can trade for them or purchase them on the Market.

at moment you get cards for 4 cents on the market, that's only 44 cents for a cardset

To get the "Winter Collection Badge - Level 40" one must invest 40.000 Steam Points or $400.

Points are pretty easy to farm.
