There will always be future sales. Try to plan your sub accordingly. Of course you can't really predict with 100% certainty if a game will be on sale, but chances are always good for the Summer and Winter sales.
Also, did you cancel your subscription so it does not automatically renew? Click on your profile name near the top right of the Steam client, select Account details, select Manage subscriptions, click on Edit, select Cancel my subscription, click the Apply button https://store.steampowered.com/account/subscriptions/

This site essentially displays where other sites are selling DLC marked down. (allkeys does not sell directly to my knowledge)
I am not entirely sure how they do it, but at a macro level, sellers in other countries will buy game keys on sale with inflated foreign currency. This allows them to sell slightly above the aforementioned "sale price" (from other countries). I've used this site for almost a decade.
