* Use a common browser
* Use a common operating system (Windows, any Linux derivative, MacOS)
* (Temporarily) accept cookies
* [✔ You already do this] Don't use a root server's IP address (don't use a VPN or a proxy, would contravene the SSA anyway)
* Don't act in a predictable pattern, act human (if you think you are caught in a CAPTCHA loop, change your behaviour and try at a different time with a different set of indicators, do not actually try to solve the CAPTCHAs flawlessly, this makes you even more suspicious)
I'll try again when I get back to work on another computer on a different network. The fact remains that the Steam/Captcha combination is broken.
