Steam account fraud scam?

my friend got approached by someone named Blinxx who says that someone has been using his account for fraud. Blinxx says that my friend need to provide a 50$ steam gift card for a code on the back which will allow him to fix the fraud with his account. he already removed the login credentials from his account so my friend cant login. however, he did add 50$ to his account to repay him for the gift card. is this a scam?

Of course it's a scam.

Someone has hijacked his account and is trying to blackmail funds from him. He needs to recover the account.

Send gift cards to get account back is one of the most common scams out there.

show him this and he can get his account
You must be logged out of all accounts to start the account recovery process.

You don't need access to the email, phone or password currently tied to the hijacked/hacked account for this to work. Just pick the "I do not have access..." or a similar option when asked.

OMG THANK GOD I FOUND THIS YES THAT HAPPEND TO ME JUST NOW BRO I WAS SO SCARED HE SHOWED ME SO MUCH PROOF EVEN ON A DISCROD CALL IT HAPPEND WHEN SOME GUY CAME TO ME SAYING HE REPORTED ME BY ACCIDENT AND THEN HE TOLD ME TO CONTACT BLINXX AND HE SAID HE WILL GIVE ME PERMA BAN IF I WONT SHOW MY HISTORY I SAID HE WILL NEED TO SHOW ME MORE PROOF THEN HE BLOCKED ME I KNOW IT WAS A SCAM BUT JUST THAT FEELING THAT I WOULD BET IP PERMABAN ON STEAM IS HORRIFING
