Solution for dropdown/right click menus not working on old laptop/integrated graphics
I experienced this issue on a fresh install of both Windows 10 and Steam, on an old laptop with Intel HD Graphics 3000. The Store, Library, Community and Profile tabs all worked, but Steam, View, Friends, Games and Help (as well as right-clicking Steam's tray icon) did nothing when clicked... or so I thought.

The dropdown menus were there - they just weren't rendering properly. Click on the Steam tab, then move the mouse down in a straight line until the cursor turns from a finger pointer into an arrow again. This is the bottom of the menu. The selection you are looking for (Settings) is right below the lowest menu option, which is Exit.

It might take you a few tries, but once you get the Settings window open, go to Interface and untick "Enable GPU accelerated rendering in web views (requires restart)." Restart Steam, and now you should be able to see all dropdown/right click menus.

Best way to find settings is going to download tab, there is more clean. Settings (configurações) is just above the blue line.
