you can change email adr in client as long you are the user that still have acces to its account.
what do you expect steam has to hold every usre in there hands every time a email server get shutdown or merge into another isp email custommer servers.
they do have other things to do then change it user email adr.

i have not test it if they have change security, but option is still there so it most still work.
and still dont mean they give informations out without proof who you are.
Maybe old credit card will be better as proof if you bought it with that.
READ AGAIN! OP is NOT talking about the account they are posting from. They linked the account they are talking about because they CANNOT login to it. Thus recover is required BEFORE they can change the email address. -If they only wanted to change address I would have said
Click Steam in top left corner > Settings > Account > Change Email Address
