Steam gift card global

I bought a Steam gift card Global US and gave it to my streamer friend living in another country but he wasn't able to redeem it. The retailer's info was that the card is only restricted in Argentina and Turkey. It said nothing about Singapore. When I asked the retailer he said if I don't know how Steam gift cards work, then he has nothing to say.
So apparently global doesn't mean global.
It was just $10, not worth throwing a big fit for but I am hurt by the retailer's cold response and this unnecessary confusion. Searching for gift card global doesn't show any information on the web so does global really not mean global? Asking to prevent confusion for other people.
I used Steam's own gifting service and that worked and it's what I recommend to others.
