Within 14 days after accepting it and if NONE of the funds have been used.
Then you can ask for a refund on your end (because you are the original buyer) and your friend has to agree to the refund.
Then the gift card is refunded to the payment method you used to purchase it.
When viewing transaction history, the redeemed gift is included in the list, but clicking the item does not link to anything, even though the cursor changes to a finger as though there should be a link.
Is there anyone from Valve who can help with this?
How does the person who redeemed a digital gift (purchased on Steam), and has not used any of the funds, initiate the refund process?
When you click on I'd like to request a refund it opens a drop down box below the other selections. Just scroll down a bit. It is a bad design I know.
The recipient of this gift will need to use the Help site to agree to a refund before you can request it for this gift card.
You can find instructions for how your friend can do that here
The "here" just links to the regular support page. Nothing specific, and does not explain anything unless you know how to navigate to what you're looking for.
It works just like refunds on your end. The person who receives the gift card has to select the transaction on the Support page, then go to the process to ask for a refund and tick the box that allows the original buyer to also ask for a refund.
After that the original buyer can just go through the refund process normally.
It should look like this for the one who received the card:

Thats for a game gift but its the same for gift cards.
Games gifted, as well as purchased games along with retail wallet keys are showing up no problem. It is only the digital gift purchased through Steam which are not showing up. It's bizarre.
Support > Purchases > Steam Gift Card or Wallet code.
Now they have shown up. 🙄🤦
