You can, however, chose the "normal controller" layout. Which is possible from the "Deck" UI as well which I did yesterday to play Gears 5 locally and my bud picked that thing from my pile'o'gamepads.
Am I seeing something you don't?

That said, with the SC attached, connected & turned on, do you get a gamepad layout menu option for that non-Steam game?
Do you get that controller layout menu FOR THAT GAME with the SC attached & whatnot?
Also, do you get the Steam overlay when starting this game through Steam?
While we're at it, how does the game react to the SC when Steam's not running?
