You're better off asking in the game's forum.

You don't meet the requirements to play the game.

This is not enough to run the game.

Since you have a laptop, you'll have to get a better laptop and/or PC.

So,

Drop resolution to 1024 x 768 for starters. Sort that out across by running the game in configuration settings should ask the forum for the game for that advice.

Run Nvidia Control Panel ; Everything should be off, clamp, performance(high), shader cache as big can afford

Make it or break time is advanced system settings---> Performance----->adjust for best performance then it begins to be a lot of trial and error services.msc or task manager kills.

Your 2 GB gpu could run it.... at least to get to the title screen by now. If at the point it does not it’s a conflict between monitor capabilities and gpu. Nothing really should be done unless there is a retexture to lower res quality pack you can install. Which could be a reverse style of upscaling when trying to force a monitor to 4k.

Not sure what you’ve been smoking but the only game on Steam related to the OP has a lot higher requirements.

There is a difference between hardware being compatible or compliant with DX 12.

But it can run. Poorly. It won't be a good experience, but there's nothing about the hardware itself that would prevent the game from outright running.

I actually struggle to find MX250 footage, and I really can't find footage of Miles Morales running on that GPU. Here's some of Spiderman Remastered running on an MX150, which is a similar gpu, and Spiderman Remastered should run about the same. The GPU requirements are the same as Miles Morales anyway.

Very low settings across the board and 20 fps. I guess you could call that playable, but only just. When I was a broke teenager with a terrible department store PC, I would have been pretty happy with these results.

So, smugness aside, let's focus on OP's actual problem. I'm particularly interested in this part:

This error message may be key to what the problem actually is here. What, exactly does that error say?

Your direct x driver is Oct 18, 2021 · File Name: NVIDIA-Graphics-Driver_0FCRF_WIN_26.21.14.4223_A08_01.EXE. few years behind. Some games come with a library that will not process and you might want to manually install.
the game won't launch at all :/

Right click game in Library > Properties > Installed files > Verify integrity of game files

Will repair/replace any missing or corrupted files
