in long short terms , all ISP sux in the world and there is not Fiber enough, go ahead make steam ticket and complain even to own ISP for lack of delivery, i have no problem with that day a ISP can say Steam is the weakest here and cant deliver your DL until that happend i stick to all ISP and there partners partner is the weakest link.

Dont forget you also make 2 things happend here, so ISP learn to have pathways into steam as free as possible. and maybe they will understand how gaming industri is working, its us that set the world requirement , not some dude that read a mail or website.
in other word ISP is awful and think we are normal traffic, how can we be normal traffic then its every day we play or DL from whtever server. ( you need to know and see the clues here, per gamer, and yes there will be bottleneck until they get it. ) i wish i could kick your ISP and there partner partner in there butts, ( you do the math steam has 1 billion users and we are 250 to 350 million active users every day. )
No complain to steam and own ISP then they dont have a problem.
This is fact of IT service, and you can talk with many pc user that learn this.
maybe say to own ISP if you cant deliver into steam then i dont need 1gb wan lines.
maybe that will help. ( do not think im rude , you got more info now then you talk with own ISP )
just wait to other user see this, if they can keep you on high bandwide payment without you get it , then so be it. more cash to ISP, do not fall for VPN solution at own ISP, steam do not allowed VPN or mask/hide frame work,
im sorry you got this reply , but im sure you can see they will never tell you own bottlenecks.

and we have ppl in the world that dont have a option or can switch ISP, or choise on other Fiber. ( this is complicated and why ask nicly is the best option )
and what if you are happy with price then how will you argue in bandwide then other can be much more expensive, no this is not that simple. to scream at own ISP for lack of delivery wont help here.
all this can still be seen as not a steam problem if they tell you it aient in our end that problem is.
and dont think other helper here will explan you anytthing go ahead swithc steam dl zone.
other then that wont help a thing if you have a ISP partner that cant keep up.

Well there's lots of variables in play governing network speeds between your system, router/modem, ISP, and whatever services you're using.
First is that you having a certain speed service doesn't guarantee that speed on every website or download you have. Your download speed isn't the only variable, how much bandwidth the website you're using is willing to allocate to you is another factor.
I don't think Chrome itself is the issue, it doesn't really manage or prevent download speeds. So the specifics of what/where you're downloading would be the larger interest. Systems specs, or AV's slowing things down would be another detail to consider.
If you really did have 96Mbps in general Steam should be able to max that out. I'm running a 1Gbps connect and can get pretty close to my max speeds, Steam can provide enough bandwidth. So the issue would come back around to your ISP and any throttling they do, your home network, or your PC.
You can troubleshoot however you want on your end, but if you really want to know you'll need to rule all the variables you control out. And you might need to talk to your ISP if it seems to be a problem between what they offer versus what they deliver. There's lots of variation between ISP's the world over after all.
Also know as bundle wan lines and own local lines ( dual netcard shared lines so many names. )
