Report a translation problem
It's not likely to be a Steam bug: I've played several games over the last few days without issue. If it was some kind of Steam bug that affects GOP3 only, that would still be on the developer to address the issue and find a resolution. But I'd be skeptical that there's a Steam issue that only affects one random poker game, so if it were me I'd be looking at the game first.
You can post anywhere you like, but general forums outside the games forum aren't likely to yield better/different results. Most of the users on this forum aren't going to have played that game. And the most common advice for game specific issues is to refer users to the game's own forums. If there's no resolution there (yet) it just may not exist, it's probably not hidden in other unrelated, random or general forums.
Steam is just a store, they're not responsible to troubleshoot your games, contact the developer.
