Changing Languages Requires a Download Every Single Time
I'm not sure if this is a game-specific thing or a Steam thing. I have these games (Utawarerumono Trilogy) where if I change the language to Japanese it needs to redownload the Japanese part and reupdate even though I've switched it to Japanese before. And then switching back to English requires another download. Is there no way to tell Steam to just keep both versions on my drive? And does anyone know if this is specific to the Utawarerumono series or if I'll have to face this every time I download a game on Steam intending to enjoy it in multiple languages?

No, there is no way to keep multiple installations of different languages. That's because games have a different file depot for each localization.

Some games ship multilingual and control the used language through a config, but depending on the size of the localized files, that's not always the option nor case.
