steam games suddenly have very low fps
so as the title says, i have an issue with fps in steam games only.

i've been playing baldur's gate 3 and dragon age inquisition on ultra graphics with very smooth fps and getting no issues at all, but then this morning baldur's gate 3 decided that 2 fps was all it could do. i tried putting the graphics to their lowest, and still, 2 fps was the maximum. the audio plays like normal and the cursor shows no lag either and moves smoothly, as usual, so i'm just??? huh??? i tried opening dai to see if it also ran at 2 fps after that, and yep, it did. just to make sure it wasn't just those two, i tried running danganronpa trigger happy havoc next, and it ran at 9 fps, which is a bit better than 2 fps, but still. bruh. so then i tried opening genshin impact, which isn't a steam game, and it ran smooth as butter, so????

what

(also, my laptop's specs are :

Windows 11
AMD Ryzen 7 6800H with Radeon Graphics 3.20GHz
NVIDIA GeForce RTX 3060 6GB
16GB RAM

yes i have an ssd

and i already tried the following :

updating graphics drivers
reinstalling graphics drivers
restarting computer
checking for malware and stuff like that (nothing there)
reinstalling bg3 after having deleted cache because i thought the game itself was the issue (rip)
turning off steam overlay
turning on steam overlay
checking task manager for background stuff (there was nothing taking up anything)
checking if computer was on power saving mode (it was not)

cpu usage while trying to play bg3 at 2 fps averaged somewhere around 30% and the temperature at around 56C (checked with armoury crate))

so anyway i'm sobbing and would very much appreciate it if anyone had any ideas on what could be happening and on how to fix it :(

thanks in advance, and sorry if my post is a mess, idk how to do this stuff :')

I have a small todo list i do everytime i have issues with my GPU (probably do number 3 first, i had a similar issue that was resolved by doing that and its the easiest to do)

1. DDU

2. rollback drivers

3. Open the NVIDIA Control Panel by right-clicking on your desktop and selecting "NVIDIA Control Panel."
Navigate to the 3D settings and confirm that the power management mode is set to "Prefer maximum performance."
Additionally, ensure that all other settings and optimizations are at their default values to eliminate any conflicting configurations.

4. tronscript

5. Killing myself

Probably a last resort, but buying a separate stand alone drive for Steam and its games would rule out a drive related issue.
