UAC Pop Ups whenever I try to launch a game
I recently had to factory reset my laptop because of an issue, so I just wiped it clean. However, I had an external hard drive I installed a while back, so I moved all my steam games and other important files over. When I reinstalled everything and set my computer back up (updates, drivers, etc), I put my hard drive back in and noticed a few things.

1. Some games just won't open, they launch, run, and then close immediately after.
2. Some games get stuck launching by running things like "install script, microsoft NET, DirectX, etc"
3. Whenever downloading or launching a game (for the first time after opening steam), I keep getting a User Control Pop up to let Steam/the game make changes, even though I have already allowed it countless times over and over.

I have decided to just uninstall and reinstall all my games to try to see if that fixes my first two problems. Right now I am running Steam in Admin mode which seemed to fix the third problem, but is there another way to seemingly fix this? I swear when I first got steam on my laptop, I allowed it to make changes and it was a one and done, and never got bothered again, and now after my factory reset I have to keep giving steam access and or have to open it in admin mode.
