This should be the right DirectX 11. Note, that if you're gpu doesn't support DirectX 11, this won't work.

While true, sometimes people have to reinstall their DirectX if it became corrupt, like it has for me in the past. So this may be the issue for the OP.

i have 10 and i need 11 to play the elder scrolls online, and that link only downloaded a mp3 file where some guys where talking,Intel(R) Q45/Q43 Express Chipset (Microsoft Corporation - WDDM 1.1) my "gpu" of sorts i dont have a dedicated one

That videochip only supports DirectX10, it can not run DirectX11 games.
