Question about Refunding unrefundable games

If I bought a game which is broken and by some reason I cannot refund it normally, while other ones steam allows, and there was no info whatsoever about not getting money back after purchase, is there a way to get my money back, and if yes then what should I do?

You can't refund a non refundable game. The refund rules are as follows. Less than 2 hours played AND less than 2 weeks from purchase. Items that give you instant ingame rewards or extra levels are not eligible for refunds at all and say so on the store page before the purchase has been completed.

But if I bought it today and I played less than 1 hour, because game is broken & unfinishable and there was no information about no refund, then can I consider it as a Scam?

What item did you get? Less than 1 hour played should be eligible for a refund unless it told you it was not refundable before the purchase.

Then you should be able to refund it. If the automated system fails, make a support ticket to get your refund this way.

The game is called "Lost Cosmonaut". Even on my review owner of game commented that I should take that up with steam and doesn't know how to change that.

And why cant you refund it?

I don't know. It just doesn't show me an option to do it. Only options I have is report an error or erase game from my account.
