Nobody here can help you. This is a user forum. Open up a ticket with Steam Support.
https://help.steampowered.com/
Also, if your account was hacked its very likely you have malware on your pc. Download an anti malware program and clean your pc, then change ALL you passwords.

Valve needs to consider a better tech support cuz there might be a chance one day someone is gonna sue them for the lack of security and support timing and especially protecting a customer's account.

This is not on Valve not properly securing the account. This is on the user (accidentally) giving their login information away. It would be like me suing Visa because I left my credit card on a park bench and someone used it.

how do you know that the user accidently gave his login information away?

I think personally that his account is legitimately hacked. Although he has all the proof of the person who stole the games.

Contact steam support, I'm sure that your issue can be resolved since it's clear who stole the games.

A tip for OP next time, always secure your account by phone verification. Adding your phone number is very secure.

I'm very sorry for the loss of your money, but it wil be okay.

Hope this helped.

Steamaccounts do not get hacked, they get phished or stolen with malware/virus downloaded by the user.

My account is close to 13years old, never had a single issue with the security.

How do you know that steam accounts can't get hacked? Yes, the chance is VERY small that you get hacked on steam but it's possible.

Also, the malware thing could be possible too. As you said that I think thats the cause of why everything got stolen.

With the steam authenticator thing its nearly impossible to hack, but there are always high experienced hackers who can bypass this.

Because they have no other way of gaining access to his account. Odds are the user clicked on a link someone gave him which either installed installed a keylogger (or something else malicious) or tricked him into entering his account information on a page that looked legit.

Steam has not been hacked and had peoples passwords stolen directly from them.

That's like suing the builders of your house if you leave the front door open one day and get burgled. It just don't work like that.

dude what the hell is that kind of ♥♥♥♥? He told me in private that the hacker is doing some weird ♥♥♥♥ to his account, such as adding (possibly) stolen Visa cards.

If it happened to you deadlock, you would cry.
