None of this makes any sense to me. I have no idea what you're talking about. Is there some way to translate this techno babble into layman's terms. Slow, step by step, explicit instructions for regular people.
this worked for me...
1) Right click on the broken icon and select properties.
2) Click on the web document tab up top and then click on the change icon button.
3) Next, to look for icons in this file click the browse button and navigate to the drive you have steam installed on and then follow the file tree as follows
D:\Program Files (x86)\Steam\steam\games
(( Your steam install directory may differ from mine slightly but once you get to the steam folder it should be the same. If your finder is set up weird set it to view as large or extra large icons.))
4) Find the broken icon in the window and click on it then click on open.
5) Click on the icon in the window then click on ok then click apply and that's it your done.
(( Special notes, the steam\steam\games folder only contains icons for the games you currently have installed on steam. After trying to track down a better solution in the past and only finding methods that take forever I found a better way. My current set up to avoid this issue and to help with digging through all the icons looking for a specific game is as follows.))
First I made a desktop shortcut to the folder path that contains all my game icon files. Secondly as huge of a pain the the F***** A**** as it was I renamed all my game icons to actually match the game title. Yes, it took a while, like well forget that S*** it took forever, but I grabbed a cup of coffee sat down and went through them all and finished it. To eliminate any future issues with this I created a folder inside the D:\Program Files (x86)\Steam\steam\games and named it installed games and moved all the icons that I just renamed into this folder. Now any time I install a new game I go into the steam\steam\games folder rename the new icon and move it into the installed folder.
One last mention on this if you have trouble finding the icon to the game in the initial steps just look at the little icon picture next to the name of the game in your steam library list. Yes, I realize that it is a small picture but it should help you and if all else fails google the steam game icon image and look for that. This should go without saying but if you ever get another broken icon follow the initial steps in this post and then navigate to this folder D:\Program Files (x86)\Steam\steam\games\installed games grab your icon and go.
I hope this helps anyone or saves them even a little bit of time I remember how frustrating it was to me and how much time it took to solve originally.
1. Delete all broken shortcuts.
2. Open Steam.
3. Go to LIBRARY, right-click on the game with broken shortcut icon, click Properties.
4. Go to LOCAL FILES tab, click VERIFY INTEGRITY OF GAME FILES... and quickly click Cancel(it a waste of time waiting for Steam to check you game files, they should be fine). Close Properties window.
5. Return to LIBRARY, right-click on the game with broken shortcut icon again, this time choose Create Desktop Shortcut.
6. Check your desktop, your game shortcuts should return with the correct icons.
My solution should help reducing your precious time browsing for the right icons in Steam/steam/games folder after verifying your games.

I didn't know that first thing verifying does, is checking whether the icon file at "c:\Program Files (x86)\Steam\steam\games\" exists. Next time I'm backing this folder up :)
When you create desktop shortcut, Steam really should check, whether it has the icon file downloaded or not
Anyway I'm glad I could help, every problem is a pain, but a solution that takes too much time isn't the best solution too.
