Problems with Steam showing blank shortcut icons for your games?
Here's the solution which worked for me having an empty steam/games folder (the folder where the ICO files reside usually) after I reinstalled Steam. I'm using Windows 10.

Go to Library - Games. Select the game you want to fix the blank shortcut icon for. Right click on the game, select Properties. Select the "Local Files" tab. Click the button "Verify Integrity Of Game Cache". After verifying has finished (it may take a while) a new game icon has been created in your Steam installation steam/games folder. Right click on the blank icon, select Properties and change the icon by hitting the "Change Icon..." button, navigating to and selecting the newly created icon file. Hit "OK" twice and have fun!

Thank you so much. I have been trying to fix this issue for a couple of days now, and after trying many peoples suggestions (none having worked) i tried this and it worked straight away.

Thank you for tip, btw I noticed that the icon is created instantly when you click on "Verify Integrity Of Game Cache"so you are not forced to wait the complete verying, also I had to restart explorer after this for getting my icons back.

You don't know how happy I am to find this. I just started having issues with the steam client and this is the first thing I'm able to fix.

It depends on the OS you use. On a Windows 10 machine it is Program Files (x86) - Steam - steam - games.

Hey! I know this is a slightly old forum discussion but I would just like to Add that I had the same issue which I resolved by Deleting the shortcut > Open Steam > open Library > Right Click Game in question > Properties > local files tab > clicking Verify Integrity Of Game Cache > General Tab > Create shortcut on desktop. After that it takes a bit or reboot and wait but after that about 15 mins later the icon corrected.

Its actually mostly like the original solution but with a few less steps. The credit goes to Nordschleife.

BTW: Win10 Pro 64Bit was my OS.

I have all the icons in my icon folder, but when I try to create a shortcut for them the icon is just an earth. I've tried everything here and it doesn't seem to work.
I use Windows 10 pro 64 bit.

if icons present in %steam%\steam\games\ usually it mean broken icon cache: http://www.thewindowsclub.com/rebuild-icon-clear-thumbnail-cache-windows-10

This is all fine and good if your icons are blanked out, but what if you already tried to run a .url file through steam? How would you go about resetting that? Or did microsoft decide that every time you try to run something through something else it will default to that until the computer dies?:steamsalty:

My steam icons just disappeared today, but I found the solution by accident. Windows had apparently forgotten how urls work so the default app for opening them was reset. Just rightclick the shortcut and select properties. Then you'll see there's no app for opening a url so click select and pick "internet browser", this both made the shortcuts work and refreshed all the icons.
If you pick steam, which seems like the right choice all the shortcuts will open steam and have the steam icon, this includes all url shortcuts that are not shortcuts to steam games.
