Are you able to manage your groups from here?
(i had to refresh the page 3 times for my groups to appear on the page)
Yeah, that link shows the groups I belong to that are Steam community groups, but official groups (like HITMAN for example) are not shown here.

Kind of weird that 'Leave this group' button doesn't leave the group though.

That's true, but 'leave this group' button is also added for the official groups too, I think it's not meant to be like that.
When I click 'Follow' on a Store Page, I follow that game's progress such as announcements, so I join an "official group". Once I join, the "official group" is displayed in the group tab (friends list > group tab) along with any other groups (Community) that I have joined. If I selected 'leave this group' on a normal, community group, it takes me to the Groups page but I am able to click 'Leave this group' on that page and it leaves that group, however if I was to select 'Leave this group' to a the "official group" (game) that I selected to follow, it also takes me to the groups page but the group doesn't appear there. The only option is to go to the Store Page of the game and hit Unfollow as you mentioned.
Yes, that's correct. However what I'm talking about is that if I go into the groups tab (via 'view friends list' then select Groups tab), the official Community Hub that I followed is still shown there, and if I click on an arrow next to it, there's an option to 'leave this group' although it's not really a group at all and is useless.
Try it yourself, go follow a random game's Community Hub, then go 'View Friends List' then select the Groups tab and try to leave the community hub you just followed.
Yeah, the 'leave this group' button works fine for the normal, community groups, but if you follow an official community hub to get announcements about that game, if you select to leave this group it doesn't really do anything other than take you to the Groups page where the group doesn't show up. This was why I was struggling to leave the Community Hub (or an "official group") that I followed because it showed up in a list of normal, community groups.
TL:DR: 'Leave this group' button works fine for community groups, useless for "official group" aka following the community hub of that game to get news about it.

I do remember that any "official groups" that you have followed did indeed show up under the community groups in the Groups tab when you go on your profile and select 'Groups', but after some time it was removed and now it only shows the community groups that you joined.
It seems like the feature (the official groups showing up) was removed, but wasn't fixed properly.
