Report a translation problem
Step 2: Kick everyone except yourself(hope you're admin/owner).
Step 3: Leave the group
Step 4: ???
Step 5: Profit!!! (Steam will delete an empty group)

No idea why they designed it that way, but yes, groups that have nobody in them are automatically deleted.

When all members have left a group, the group will automatically be deleted by the system. Groups cannot be manually deleted."
