Steam cannot dictate any data association on EA's databases. This is something EA has to fix for you.
EA can't modify accounts you don't have access too. Valve can't modify EA accounts you don't have access to either. Unlinking your EA account, something which is entirely managed on EA's side involves managing the EA account, if you can't access it, you can't manage it.
Complaining about all the ways you can't access your account through the existing recovery options assumes there's no way to manage those details. Like for example, in a password manager.

No. The link is at EA. Steam merely announces you to EA's service and EA decides which EA account is related to the Steam account.
From what I have read from others, if you are successful in unlinking the Steam account at EA, you will not be able to relink to a new EA account. You're better off trying to regain control of the EA account.

You might have a update issue, could be from 10 to 15 minute global update at EA server's not steams.
What you hope for is a refresh of own data cach so it can see the change on local pc.

i doubt ip-adr will be used at all from a big company as EA , Dynamic ip adr shoot that old way down along time ago.
