EAC error code 30005 (create file failed with 32)

I saw many different game threads on Steam and other sites related issue to Easy-Anti Cheat Error code: 30005 but nobody seem to find what actually cause this problem?

I recently got this EAC error message when I launched my game for the second time. I cannot able to delete EasyAntiCheat.sys file from (x86) folder, unable to restart or shutdown my computer because the file i'm trying to delete is still running on other background process, even though I found nothing related to Easy-Anti Cheat on the Task Manager and my anti-virus shows no sign of blocking.

That's the last thing I did but that would potentially cause data loss and corrupted files if I keep utilizing this method which is not a good way to resolve this issue.
