"Windows cannot access the specified device, path, or file."
This error keeps occuring whenever I try to start up a newly downloaded game. This issues has not occured in the past but seems to be affecting all of my newer game purchases. I have tried clearing my cache, running as admin, changing permissions, updating drivers, you name it. Does anyone have any ideas for a fix that may actually work? Microsoft has been useless.....

Sounds like a permissions issue if it being denied access to read/write to said location.

For steam side you can try this, open Steam settings > storage > select the drive having issue on then click three dots button do repair, after that do test.

If still not working try this, head to where Steam installed, delete everything except for Steamapp folder, and steam.exe file, once done run steam.exe and see if issue been resolved.
