How do I show the Friends & Chat window on the in-game overlay in desktop mode?

There used to be a section in the in-game overlay to open th Friends & Chat section in desktop mode but on this new version, I can't seem to find it. I tried on both non-Steam games and games bought from Steam.

Maybe I'm just blind and I'm not seeing it? Any help would be appreciated.
