Exit steam.
Do the full disk check(the one that requires you to reboot so it checks on startup... it takes a while).
Then if it complains about the disk you'll have to figure out what else is going on.(probably disk is near full or you have some program generating tons of other disk activity).
i tried it already its not wrok
wait how do i do the one that requires reboot?
Well then its not a hardware issue and your problem is Windows... somehow.

Examine the "Programs and Features" control panel item. There's probably at least one in there thats "weird".
Once that is cleared up(perhaps nothing to remove) examine system services(this is the part where you could damage the system if you permanently turn something off).
in the run command dialog type:
services.msc
Sort by the "status" column and identify and confirm that each one that is "Running" really should be.
Beyond that get some free or paid Windows scanning tools or you'll have to dig through the raw filesystem and registry yourself.
Another idea is to befriend someone of the nerdly persuasion that can directly inspect your system and won't judge you for unusual image directories they might find. Alternatively you could drag it to some 'professionals' at one of those big computer stores, but they charge just to even look at it.

Presuming everything checks out, uninstall the game, delete the game's folder from the drive and then begin downloading again. If there are further problems then you really would need an expert. But instead of those guys try making a Steam Support ticket. Just before submitting you'll notice there's a checkbox to include your system information with the ticket. That just makes it easier to confirm if there are hardware and software issues. After the robot reply eventually a human will list things to check (some of them I already mentioned above). If its a bug in steam then thats Valve's problem. If its a bug in the game thats the game dev's problem. From there contact the right people (perhaps on their forums or chatroom and their website if they have one).

Good luck.

Sorry, I was writing a book in the previous response.

chkdsk /f C: should work and if you have any other program going then it should ask about the scan on reboot. If it made it through without even asking(but took about 10 minutes) then that was the thorough scan and you don't need to do the reboot scan.
its ok and thank you so much :)
