Can't download gift.

Received the gift notice for Skylines 2. I accepted the gift. I received a message that the game was in my Steam game library. It is not. There were two buttons to press, "Yes, I have Steam" (I do!) and "No I don't have Steam." When I press "Yes" the return is always ["Failure" An error occured while installing AppID ): "connection time out"]

Sounds like you are using a browser and not the Steam client.

Do I need to start another account, or just log into my current account?

I'm using the link I received via email to accept the gift. That opens the browser. There don't seem to be any other options.

Use your current account. The "No i don't have Steam" option is when the Steam client is not installed.
Considering you have 19k hours in Cities Skylines i suspect you already know what the Steamclient is and how to use it.

Anyhow, it shows the account you're posting with owns only one game, which seems to be Cities Skylines 1.

install steamclient and login with your account that owns the game or in your case zhe account that wants to recieve the gift
no need to make a new account

It is neither in my Store or Library.

If you have redeemed Cities Skylines 2 as you say you have, it should show up among the licenses on your steam account:

Aside from the original Skylines 1 I purchased in 2020, the only other entry is:

Then the gift was not redeemed on the account you're posting from. Either it was not redeemed at all, or on a different account.

I appreciate the help. I only have one Steam account, and I'm trying to redeem the gift but I can't. I keep getting a connection timed out error
