It takes time. Sometimes the servers are overloaded and it takes longer. They'll respond. They always do. Sometimes they just get busy with other things. Keep in mind there are over 100 million active accounts on Steam. There's a lot they have to do.

Many people who were abusing the system to fake their location were put back into their correct country they are physically located in.

There are plenty of threads on this.
