Steam Overlay not showing but is on the screen?

I just purchased a new computer and I'm not able to have the overlay work. What happens is when I try and use the overlay I see absolutely nothing but the mouse will change to the hand pointer when trying to move it around and I'm guessing its the links that are normally visible. So the computer is Windows 11 and updated as much as I can (OS and Drivers).
Just mentioning it now, I do have overlay enabled in steam and also for each game in my library.
I've tried the killing the overlay process in task manager to re-initialize it, admin on steam and games, re-install steam and games, disabled Nvidia services and also diagnostic mode... so everything is disabled.. and still won't work. The only things I can think of that could possibly cause an issue is Argus Monitor, GeForce Experience or SignalRgb but again they were all disabled per the diagnostic mode. Any help would be appreciated.

I saw somewhere to change the game resolution to match my OS resolution but that didn't help.

You might want to let steam support look at it,

But dont get caught in own system issue


google them cmd so you know how to do.
DISM.exe /Online /Cleanup-Image /Restorehealth
SFC /Scannow


ps.
dont forget worst error you can look for is then app dont crash.

to even suggest put exception rule to anti virus , dont seem to fit , because most of the time its either start and allow it or not, so technicaly we have no clue what this is as user here.
you can try safe boot mode or steam interference guide sections,


we can even throw you other ides as part advice.

steam flush cmd ( google it )
clear steam download cache and delete web cache data. even

or reinstall steam over current, but what this is about, i dont know.

I already tried Steam support, they told me they can't help me and said to try here. I will try the stuff you mentioned, I appreciate it. Hopefully something will work and get it going.

What security app windows defender or other , such matter sometimes.

Dont have previous security in the system, link protection or surf protechtion that can block webpage. ( we have seen them in the past cause app that do a lookup a web page is a issue, and that is exataly what steam do, its not been seen on stem but though a game then they do it. ( call it web content through thirdpart app ) best way to describ it .

Dont forget we are fishing here, if you dont want our help say so.

Go ultimate test then rename all old steam folder at pc to steam.old. even things down in hidden local folder, reinstall steam to see if this help.

Or use spare pc old laptop even do it work on a win10/win11 even, and this is your main pc that do it. ( so many ways to test this.) if you want more lets try this and that say so.

Steam Overlay lets be specific thats in every game .like being block by security then. ?

add to antivirus app exception rule, to test and ruleout this is the case
add steam.exe to exceaption rule migth also be relevant.

if its all games, then it look like block crashed coruppted app issue.
if some games then per game properties under General tab
delete steam overlay data per game, ( what has cause this i dont know ) and how many games, it effect has i cant say. ( i can only say that option is made for a reason and why its where under per game, look like per game own problem with the way steam made this )

now you need a programmer that know why this is made or be lucky someone actual read or know why that option per game can be cleard like that, if this works for you ofc.

it was added there in the new GUI a while back.
