dont forget worst error you can look for is then app dont crash.
to even suggest put exception rule to anti virus , dont seem to fit , because most of the time its either start and allow it or not, so technicaly we have no clue what this is as user here.

Dont have previous security in the system, link protection or surf protechtion that can block webpage. ( we have seen them in the past cause app that do a lookup a web page is a issue, and that is exataly what steam do, its not been seen on stem but though a game then they do it. ( call it web content through thirdpart app ) best way to describ it .

Go ultimate test then rename all old steam folder at pc to steam.old. even things down in hidden local folder, reinstall steam to see if this help.

add to antivirus app exception rule, to test and ruleout this is the case
add steam.exe to exceaption rule migth also be relevant.
if its all games, then it look like block crashed coruppted app issue.
if some games then per game properties under General tab
delete steam overlay data per game, ( what has cause this i dont know ) and how many games, it effect has i cant say. ( i can only say that option is made for a reason and why its where under per game, look like per game own problem with the way steam made this )
now you need a programmer that know why this is made or be lucky someone actual read or know why that option per game can be cleard like that, if this works for you ofc.
