[SOLVED] Steam downloads stuck at 0B/s

Exactly what it says, game downloads are stuck at 0B/s and won't go any higher. I've tried:
Flushing download cache
Restarting my PC and Steam
Changing download region
Flushing DNS cache
Repairing library folder
Verifying local files (is also broken, does not actually verify any files)
Reinstalling steam

Old advice is possble antivirus app block it.
make steam.exe on whitelist rules.

I am using windows antivirus and disabling it temporarily helped nothing, unless I disabled it incorrectly

Can you DL other thing from steam, i want to know if you have room and DL actual work at all.
maybe wipe that folder or steam download folder if a crashed entry is still there

you can test it on the new game you just DL,. to see wipe a game folder actual clear it.

im surfe you have other games you dont want to delete, and thats why test with other game you just DL.
