And many forget all them updates get system heavier over time, and now you could have OC issue with it, problem is you need to check it is not that, and we other cant help you then its your pc and technicaly your problem only i talk with that dude or build that made the OC suggestion. things could have change to reduce 5% in OC and maybe all work again. as i said this topic is so hard to even help from a post,
I can say dont get caught in BIOPS and Drivers not update, its still being seen as best optimized pc, and not the first time i have seen even on a none OC pc you gain more speed or power to resources,
And this is why so many burn there fingers in the past with OC pc, with scamble files to whatever performance issue with workload performance.
I even recall turbo ram enable in pc , stop working correclty then pc is older and system is heavier, its a HOT topic and you can find many crazy solution batter fan cooler to cpu cooling re-paste, your topic could be seen as not even a steam issue. to get a stabile pc ( is that really a steam issue )
Ask hardware and operating system maybe they know even OC even better, and be luck if you get a master in all of them OC issue, you cant expect every helper here know every OC build or have test such possibilies, we cant afford it.

System passes all stress tests including FPU, Furmark, mem-test
There are no problems with overheating, the processor warms up to 60 degrees under load.
This happens even after a complete reinstallation of Windows, and does not depend on the version

there has not been 1 game i never could DL and installed , problem after this, still require i have game requirements and config it correctly if game has own configuration tool,
Ofc actaul require game engine is stable , buy that has nothing to do with DL and install or app even work. and im sure you can see logic in this.
dont forget some of us has been through education and get slam dunked all the way, in every step in try why it goes wrong, even i have nothing to do with so called software at all, problem is then you learn network and have to help why things dont work you need underrstand the concept where it goes wrong and point to whatever departmant and then they take over where my borders are. so technical i dont need to be a programer to debug step by step.
same as if my laptop was at your house and if works , im sure you say crap wtf happend here, and i dont need to tell you anything other then truth point at itself , if we can call it that.
and now you know you have a isue with own pc and you need hardware experts with test your pc again or test disk in other pc , no stone not turned , you know what i mean here, you should have skills enough then you know how OC pc is, im sure you understand check cable to whatever driver or firmware it might be or disk itself.

im pretty sure other helper here can say same not the first time odd advice can lead to voodoo look alike working sometimes, this is pc there is 0 nd 1 im sure you have hear this before.

and just because we cant ID what cause this, 10 pc and 1 act bad, im sure you can see i dont need to be a doctor to salvage what did not work i oner pc had a bad connection somewhere this is what you learrn in production at factory. good rules why send broken crap on sale thats stupid.
It might seem obvious but make sure you got enough space left on them. If it's close to the capacity you might get problems like the SSD slowing down or maybe even those hang ups you are talking about.
I would personally upgrade anyways though, even games like Starfield already take up over 100GB these days.
yeap as above user point out free work space is needed , and still not a steam issue that user know this, you need way more freee space after the install of game, OS need work space also.
you do know if steam users keep screw this up it end up with steam force a most have 1TB free work space or things stop installed and keep popup in ppl head , thats what i will do then user keep go low on disk space, maybe steam devs already have thought on this. i will not be surprise if they have not.
( dont forget i and other have seen this before wtih a GNU partition disk. )
