Family sharing the base game from another account, the DLC will not register the existence of the base game as the account with the DLC does not have a license for the base game.
It sounds like Steam support already told you the answer. Not everything is some kind of test or has a workaround because you imagine you can do it a certain way. If you're playing the game via family sharing it sounds like your solution is going to be to gift the DLC's to the game's owner. Or buy the game for yourself.
Which three DLC's? Not all DLC's are equal, and that might explain something.
only work on the Original owner account, and its here its logic for experience gamers.
dlc is not a game its a piece of nothing already in main game that do more or change a area of Main game, you might not know this. ( dlc is sometime just a tiny change added though game patch so it hold both data as all-in-one. ) its not all game that do this, but several game just have small dlc's DL to open the content.
and in top of that Thirdpart app, do it on the fly DL on thirdpart app own client update, its complicate, and im not so sure all games can be family shared, i think i seen post with dlc issue like that or someone own main game and family shared have main + dlc's.
now you will get a game with no dlc.
as you see its complicated. ( i dont know what game will be start or has family view fixed this ask steam family share group own forum maybe. )

yeah on the right account that own original game. ( view own account in steam yop menu i think it was that problem last time a steam user show other family point of view, noone is doing remote help with view anymore ) thats how i know
any helper here, can tell you that, no dlc will run without Main game.
No bought on wrong account.
Please talk with own share family member, I dont think, you understand the split issue here.
