Ensure cloud save enable for the game > launch the game > alt + tab out of game > Go to where game save location > Delete saves you want gone > shutdown game, and let steam cloud sync that it, by doing this it tells steam you removed said files, which then clear that from the cloud save so they're gone forever.

Pro tip if you misclick delete a save, or save over something you didn't meant to while in-game, don't close it or else it updates the cloud, you can restore your last cloud save to do that alt + tab out of game, download your game cloud save from steam help section, then place back the save you had lost/saved over, then force quit game without saving, steam won't replace the save you wanted to keep, and that it.
