Disk read error

When installing the game, namely at the end of checking the files, I get a disk read error.
There can be no viruses, I just reinstalled Windows yesterday. I checked the volumes for file system errors - everything is clean. I carried out an analysis and subsequent optimization of the disks - it did not help. Running Steam as an administrator also does nothing. I don't know what to do anymore. Please help.

Steam storage management , repair steam library, try that.

Same issue (multiple games ie dota, starfield)
Ive tried:

•clearing download cache
•changing download location (eg from boston to chicago)
•moving install folder
•moving steam library drive
•repairing library
•verifying files
•checking the content_log file (and deleting 'problem' files)

•running steam as admin
•bad memory check (mdsched)
•drive error check
•checking read-only (yes, but steam sets this automatically)
•checking write permissions

What worked most recently (before it broke again):
•full steam reinstall
•full game reinstall

What I'm nearing:
reformat + clean windows install
exorcism
drinking
new PC
