you still have path from ISP into steam server. for DL and other devs/pub gamer server other place )
you can try switch steam DL so but that will not effect games to game server. thats is at other location.
its so rare its game server in other end, even that could happend.
ps.
if you dont have own bad packets then its coming from down the line into game server and only ISP can help you. ( out of your hands )
you can check for network drivers, but i doubt it will help if you dont have any bad packets,
you only do this to avoid mis-communication among you. from one network to other, should not be needed, but i bet you want to game and not debat who is the cause of it.
ps.
same goes with own pc BIOS check chipset driver check lan drivers check, such is the way with gamers, if you want to wait for ISP then go ahead, and dont forget talk with own game forum and game support, just incase its them.
old advice dont forget reboot own router and chack firmware/software , just incase.

IGPU card has been cause issue if you have other Main Nvida card, i doubt its this, but only you know that.
Many other AMD user post notice a issue then you have 2 GPU card.
