There is no way to transfer a game to another account.
Nope. You can buy the game on another account and then transfer over the save data, that should work.
But you need to buy a separate copy of the game on the other account.
1. Can you gift the ownership of one of your games to another account? - No
2. Can you copy over the installation files to another PC so another account that owns the game can play the game without needing to download the files? - Yes
3. Can you transfer the save files of your games to another account so they may use them with their copy of the game? - Generally yes, but some games link the save data to the Steam account and in those cases the save files will not be recognized by the other account, even if you copy them over.
Can you transfer game files from one PC to another? Yes.
The other account who does not own the game will just have a "PURCHASE" button instead of the "PLAY" button of the owner account.
If its on the same system you can also activate Steam Family Share , that allows the other account to play the games the first account owns without the need of rebuying the game.
Not all Steam games support Family Share though.
In that case its simple, the account who owns ARBS goes into their Steam client settings,selects the "FAMILY" tab and activates the Family Share function at the bottom right.
After that it should show you a list of eligable accounts. Activate the one you want to share with and thats it.
If you now switch to the other account ARBS should be available to play for them.
If you want to remove a account from Family Share in the future, just go into the client settins again and revoke the account or turn off Family Share completely.
Also according to SteamDB ARBS should work with Family Share.
