My ping is 28mbps while disk usage is 20mbps. Why it took cs2 2 hour to download?

28 Megabit is not exactly fast.
That is about 3.5 Megabytes per second.

CS2 has a download size of about 26.5 Gigabytes.

3.5 * 60 = 210 Megabytes per minute.

26.5 * 1024 = 27 136 Megabytes

27 136 / 210 = ~129 Minutes, or about two hours.

Math checks out.
