Windows 10 has the same system requirements as Windows 7.
So if you are on 7 you can easily upgrade to 10, even on that weak system.
No real reason to upgrade to 11.

And your friends tell you to upgrade because Steam will no longer run on Windows 7 system from the start of next year, so if you want to continue to use Steam you pretty much HAVE to upgrade or switch to LINUX.

Windows 11 does support that CPU:

And so far i haven't noticed a performance difference between Windows 11 or Windows 10. But, my hardware is a lot more capable than yours so your experience may vary.

The low RAM is a big issue on either systems.
Windows 10 is still supported. Windows 11's requirements aren't significantly higher, but I don't expect you'll have a terribly good experience (at least according to what I'm used to) either way. It's a pretty modest low end PC.

What benefits do your friends think Windows 11 will get you?
I doubt it would actually work. I have a decade+ old HP Notebook about the same specs and the newest OS I could get to work is W10. It does that pretty well but W11 has some specific requirements that HP NB will never meet.
