So if you are on 7 you can easily upgrade to 10, even on that weak system.
No real reason to upgrade to 11.
And your friends tell you to upgrade because Steam will no longer run on Windows 7 system from the start of next year, so if you want to continue to use Steam you pretty much HAVE to upgrade or switch to LINUX.

And so far i haven't noticed a performance difference between Windows 11 or Windows 10. But, my hardware is a lot more capable than yours so your experience may vary.
The low RAM is a big issue on either systems.
