Someone has a steam account using my email address without my permission
I'm getting "Your Steam account: Access from new computer" for someone else's account, sent to an email address I have that I've never used with Steam and I'm certain is not compromised/hijacked (2FA is still intact). I think someone managed to swindle Steam into using an email address without verifying it. I'd like to disconnect my email address from the other account WITHOUT signing into their account, WITHOUT resetting their password and locking them out stuff they probably spent money on. I know Steam takes money very seriously since the Counterstrike fiasco.

So far I've been sent two Steam Guard codes, one claiming they tried to use it in China, the other claiming Estonia, so whoever owns this account is involved in shenanigans.

More info: I found an email on Nov 3 2012 with the account name, asking me "please verify your email address by clicking the following link." I did not click on the link back then, so the account shouldn't've been associated with this email address. I tried searching for this account in Steam and got "There are no users that match your search"

That URL you linked is like telephone voicejail. Which one do I pick?
- "Games, Sofwtare, etc" It's not a game or any product I purchased
- "Purchases" again, nothing I purchased
- "My Account" but it's not my account
- "Trading, Gifting, Market" not applicable
- "Steam Client" but this isn't a problem with the Steam Client software
- "Steam Community" the only item applicable is "Reporting Another User"
but that's only for "inappropiate behaviour" like if they were cursing
in front of children and that's not the case here
- "Steam Hardware" but there is no hardware involved
- "View my Steam Support help requests" but I haven't made one because
I don't know which one of these to pick

since emails deal with accounts

it would be the account one

they are not going to have a specific spot for

"someone else has the same email as me"

use that and tell them what you saw

they may lock that other account until it gets sorted

Do you know or are you just guessing?

Account issues
- Manage account details (email, phone, payment, country)
This takes me OUT of help and to my personal account settings;
there is no place to ask for help here, only how to change my
own email address (which is not a problem)
- Family Library Sharing
this is not a family library problem
- Family View
this is not a family view problem
- Steam guard
this is not a steam guard problem, but just in case
- steam guard faq - not help just a list of unrelated questions
- manage steam guard settings - this takes me out of help
- I'm not receiving a steam guard code - but I am, I'm reciving someone ELSE's code
- phone number
this is email, not phone number
- steam guard mobile authenticator
this is not a steam guard problem
- help me sign in to my account
I can already sign in to my account that is not the problem
- data related to my steam account
it's not MY steam account that has the erroneous data

So which one of these actually has a place where I can "tell them"

Honestly, if you know the login name you should probably just do a password reset and take the account back. That will force the other person to do an account recovery and as they won't have access to the current email, they will be forced to register a new one when they take the account back. When they do, you should get an email about the email change which means that the account is no longer your problem.

Of course, it's also possible that nobody has used the account and someone is trying to get in with old login information they acquired from somewhere. In that case, resetting the password should keep anyone else from being able to get that far in, meaning you wouldn't be receiving any more Steam Guard emails. And if the account doesn't look like it was ever used (i.e. no games/activity), just close the account.
