Transfer games across local network option - says to turn on device when it's already on
What's up with this? My other device is on, Windows can find it over the local network (and Steam knows it's there anyway so that part should work). Yet when I click Install, it just says "can transfer over local network if you turn on device X".

Are you going from PC to PC in Desktop mode?

Yes, it's PC to PC. Desktop mode is what I assume the default mode is, rather than Big Picture mode?

I'm wondering if Steam checks very infrequently for the presence of the other PC on the network and I need to leave it running for a while?

Do you have both Steam clients running and "seeing" each other in friends list? Do you have both clients with "Allow transfers from this PC..." set to "Steam Friends?"

It's from my own account to my own account.

Are you using Wifi? If yes, is client isolation enabled on your Wifi network?

I can't find that setting, but it must be off since I *can* access the shared folder in my other PC and transfer files that way.

Is Steam running on the other PC?

Apologies. The setting for client isolation should be in your router's settings web interface.

I looked in my router settings. The closest thing to client isolation is setting the guest account to internet-only. I'm not using the guest account.

Also, again, there's nothing like that running, because I can access the other computer via the network.

Are the two PCs connected to different subnets, for example one PC on LAN, another on WLAN? Don't know if it will help but found the following thread:
https://steamcommunity.com/groups/SteamClientBeta/discussions/0/3775742015034590856/

The thread is a bit old and perhap information is no longer valid.

They both use wireless. The only odd thing is that the other one is a laptop that I'm taking out of sleep mode to try to get to work with steam file transfer.

On some network adapters, there is a "energy saving" or "green" setting which when enabled will causes networks to disconnect when the PC goes to sleep. You might also look into "wake-on-lan" if available. If one of your PCs is a laptop then perhaps you might connect them via wired Ethernet for testing purposes at least. Otherwise I am afraid I can't think of anything else.

Silly thing to note, but it took me a little while to figure out. You cant have the game running on the PC you are trying to copy the files from.

That is expected behavior. Files in use are going to prevent it from being transferred.
