moving countries steam account?

I have a friend who wants to move out of Russia and into another country, but is worried that he'll loose all the steam games that he purchased with his account in Russia. What will happen to his account after he moves? Will he still be able to play his games or will he have to repurchase all his games, that he already spent money on, at their higher prices?

Depends on the game, as this is a publisher decision.

Some publishers only allow games to be launched in specific countries.

This is rare, though. You'd need to check each game, it should show on the store page if games are unplayable outside of certain regions.

He wont lose anything unless the game publisher blocked it in the country, which is rare.
