Tickets instantly close
so ive tried refunding starfield and payday 3 , and when i make a ticket it gets closed in about 5 min with no explanation, ive tried refunding back to my bank aswell as my steam accnt, ive also even made tickets regarding the game as "questions" and those tickets get closed instantly aswell, i have no idea why steam is doing this and there is no way to actually contact steam, does anyone have any ideas??

That is a clear indicator someone else has access to your account.
Your account is compromised.

Hijacked, not hacked. You leaked your account credentials somehow.

Do not trade until your account is secured.

Take the following steps to secure your account:

1. Scan for malware. https://www.malwarebytes.com/
2. Check that the email and phone number on the Steam account are still yours.
3. Deauthorize all other devices. https://store.steampowered.com/twofactor/manage
4. Change passwords from a clean computer.
5. Generate new backup codes for your Mobile App. https://store.steampowered.com/twofactor/manage
6. Revoke the API key (there should be no key). https://steamcommunity.com/dev/apikey

Do you make a regular habit of refunding games?
It could just be that you've been flagged as abusing the system to "demo" games and are just ignoring any requests from you now.
That's the only reason I can think of, at least.

Even in such a case, a ticket would get a reply from Steam Support.
Closing without a reply only happens when someone with access to the account closes it.
