steam in-game browser and community/store (client) are not working
i reinstalled steam a few days ago and since then the in-game steam browser and the store/community in the client aren't loading, only the library works. even the "update news" window after you close a game isn't loading. everything except online gaming and friends isn't working. i already added "C:\Programs\Steam\*" as an exception in avast.

this just started happening to me too within the last few days. its been working fine for like 2 years and now all of a sudden I have to exit and rerun steam in order to get everything to load.
okay, what. i restarted steam like 3-4 times in the last hour. then i saw your comment, tried it again, and the client loads everything. weird.

so, just for clarification; when you start steam, nothing loads, but when you restart it, it loads again?
Are you on the Steam CLient Beta
Steam starts on my PC startup and won't load Store, Community, Activity, etc, (only loads library, of course), so I exit it, start it up again and everyhting loads fine.

and yes I am opted in for Steam Beta Updates.
Try refreshing your Steam files

thanks, but won't steam guard disable trading for 7 days, because steam thinks i'm on a new device?

It's a bug in the beta. If you stay opted into the beta, you're going to carry on seeing this problem until they come up with a fix for it. Either report the bug on the beta forum and put up with it, or opt out of the beta.

yeah, it fixes itself after you manually restart steam, so it's not a big deal, but i was just asking for solutions or other people that have this problem.

Same here.
Pretty much anything related to web content (browser-based) in the client stops responding after a few seconds of Steam loading.
Tried deleting cookies, check for malware, deleting all steam files except steamapps and the steam.exe file itself as well as tried using the beta version.
No success to report in either case.
