steam in-game browser and community/store (client) are not working
i reinstalled steam a few days ago and since then the in-game steam browser and the store/community in the client aren't loading, only the library works. even the "update news" window after you close a game isn't loading. everything except online gaming and friends isn't working. i already added "C:\Programs\Steam\*" as an exception in avast.

Thanks for this, got the store all messed up in the steam client for some reason, clearing the cache worked, thank you!
I was having a problem where the store or the community pages would not come up in the client. All I would see in the client was a black screen and a spinning progress wheel in the top right corner. Only my library would load when selected. I fixed this problem by going to the client navigation menu: Steam > Settings and then through the pop up menu from Settings, I selected Web Browser from the list and clicked on DELETE WEB BROWSER CACHE and DELETE ALL BROWSER COOKIES buttons. After that, my client needed to be restarted and everything worked perfectly with a super fast response rate. This problem had been going on for about three months and I just used the web browser instead because I couldn't figure out how to fix it.
None of the tipps here helped me in any way, i also reinstalled steam several times.

After i added "-no-cef-sandbox" to the commandline of the steam.exe everything worked fine again and i'm using Windows 10.

Maybe it helps someone else too.

Edit: Just a note, it disables the sandbox for chromium and this could be a security risk. I recommend not using the build in browser for anything else than the store/community hub.

Holy crap! After having this issue for years, it's finally resolved!

Adding "-no-cef-sandbox" fixed it for me! I'm running Windows Server 2008, and I can once again see the Steam Store page.

I've never seen this problem until a couple of weeks ago - and then it just started out of nowhere.

I'll try removing the extra argument every so often - hopefully a new Steam version will fix this bug.

"-no-cef-sandbox" worked for me as well, for Beta and Standard version.

Note: When switching between Beta and Standard client, you'll need to start it manually with the link to which you added the "-no-cef-sandbox" parameter. The client's self-restart after switching between Beta and Standard does NOT use any parameter!

@ Valve: This problem exists for quite some time now. Any fix, either by client or by special user action, in sight?

Ok, I was unaware the problem is linked to "NTFS junctions" (I think they mean "Steam is installed onto a HD partition which is linked to an empty NTFS folder").

Anyway, the fix doesn't work for me - I tried several workarounds mentioned here and in the other thread mentioned some posts above, including deleting almost all contents of my Steam folder (except the listed exceptions), so I *should* have the most up-to-date Steam Client.
"About" says I have the client version built on Dec 19, 2016. I opted into Beta, so I should have the fix already ... but I don't - I used the "no-cef-sandbox" thing just minutes before I wrote my posting above (# 119).
